MINUTES OF SELECTMEN MEETING –   October 19, 2020 5:00 PM

 

Selectmen Present:   Eric R. Munson, JR, Steven DellaGiustina and Patrick Barrett

Also Present:   David Spidal, Pat Storey, Ted Locke, Ed Deming, Susan Voudren

Dave Spidal gave a presentation on a Senior Tax Work Off program. David stated that “it is the means by which a town can have work done by volunteers through an abatement credit. This credit is at minimum wage verses hiring the work to be done through the hiring process at the “going wage” which is part of the town’s budget. Simultaneously, it provides tax relief for seniors who wish to participate. The work is that which is needed by the town and not for the purpose of providing volunteer time for partipcants.”

The Selectboard has the legal authority to vote the program; Steve prefers it to be voted at a town meeting. Patrick agreed with Steve on placing an article before the registered voters. Steve made a motion to proceed subject to details being worked out and by bringing an article to the registered voters. Seconded by Patrick voted unanimously.

Pat Storey reviewed corrections to the Annual Budget Policy, Capital Improvement Program Policy and the Capital Planning Policy. Steve made a motion to accept the 3 policy’s as presented. Seconded by Patrick voted unanimously.

Sue Voudren discussed a $5,000 election grant (Center for Tech and Civic Life) opportunity with the board. Sue will move forward with the purchase of items that will be used during elections.

Valerie requested that the board consider partnering with the Town of Granville to facilitate the COVID19 vaccine. To comply with state regulations each town is required to have an emergency dispensing site plan. Currently, Tolland is combined with the towns of Southwick and Granville. Granville opted out of the Town of Southwick. Valerie felt it would be feasible to partner with the Town of Granville then to continue with the Town of Southwick. The Selectboard had no issues.

Ed has an opportunity to acquire an additional police cruiser from another town’s surplus. Ed would like to use the cruiser for detail work. The town paid out over $6,000 in cruiser fees that could have been receipt to the town if the town’s cruiser was able to be used. Steve made a motion to make arrangements to purchase the cruiser, seconded by Patrick, Voted unanimously.
