MINUTES OF SELECTMEN MEETING –  April 27, 2020 3:15 PM

Selectmen Present:   Steven DellaGiustina, Patrick Barrett via phone and Eric R. Munson, JR via phone

Also Present:   Ed Deming

Valerie Bird, Health Agent resolved the issued with COVID19 reporting with the Town of Granville.

The Board of Selectmen voted to close Tolland’s public buildings until Monday, June 1st. When opening the Town Hall the public will be required to wear a face covering and be stopped at a gate to conduct business 6’ away. Jessica, Librarian will decide on how she would like to handle the Library.

The bridge on Colebrook River Road has begun.

Discussed Fiscal 2020 and 2021 budgets. The board decided to move forward with the 2021 budget as presented. All department heads will be required to process a Purchase Order request before spending monies over the amount of $1,000.00. Departments will also be asked to be conservative and responsible with their FY20 and FY21 budgets.

Received an email from the Town of Otis in regards to Otis discontinuing maintenance on Tolland Road. The Town of Otis is voting on an article at their ATM and want  to be assured Tolland assents to the discontinuance and acknowledges that they were notified pursuant to G.L. c. 82, section 1.

The purpose of discontinuing maintenance is so that D.C.R. can install a gate at the beginning of their property and thus force people travelling to the State Forest to use the appropriate access road. This had been an ongoing issue with residents on Tolland Road that we are hoping to finally bring to resolution.  A motion was made by Steve, seconded by Patrick (Vote-Unanimous)  having no issues with the discontinuance of the road.

The Board of Selectmen agreed to payout one weeks’ vacation for Ed and Margaret.
