MINUTES OF SELECTMEN MEETING –  April 6, 2020 3:00 PM

Michael and Peter to discuss the possibility of the Town executing an agreement with MBI to pay them directly for the Town’s share of the Comcast work to install conduit along the three mile route in Tolland?  MBI would still pay Comcast directly through our grant agreement with them. Under this approach the Town would reimburse MBI for invoices paid to Comcast for the work up to the town’s share of the not-to-exceed cap of $290,000.  The Contribution and Assessment agreement would not need to be revised and executed again by the Town.

Tolland has an approved appropriation of $150,000.00 within Fiscal 2020’s budget which is allocated towards the requested $290,000.00. Peter Larkin stated that the additional $140,000.00 in funding for the Schoolhouse Road build was approved.  He states it was within their Bond Capacity and they did not need to obtain the MTC Board approval.

Pat Storey requested that a “Capital Improvement By Law” be place on the Annual Town Meeting for a vote. The Board of Selectmen voted to hold off on voting on any extra articles at this time to shorten the length of the meeting due to the virus. The capital plan bylaws will be review and placed on a Special Town Meeting warrant.

The state suggested that there be a Capital Planning Committee which Pat Storey suggesting being a 3 member subcommittee of the Finance Committee. Selectboard had no issues with the suggestion.

With the increase costs of recycling the Transfer Station permit fee will increase to $75 for the first vehicle and $10 for the second. Also, the fee for WPOA for the use of the Transfer Station will increase to $1,250.00 from $1,000.00.Tunxis Club will not be using the transfer station as of July 1.
