MINUTES OF SELECTMEN MEETING –  March 2, 2020 5:00 PM

Selectmen Present:   Eric R. Munson, Jr., Patrick Barrett and Steven DellaGiustina via phone

Also Present:    Ed Deming, Pat Storey, Ted Locke, Mira Munson, Cathy Parzyck

Pat Storey, Ed Deming, Valerie Bird, Jeff Messenger (Dave and Karen Spidal to provide translation services for Jeff) met to discuss the Swap Shed Grant. Pat presented a presentation for the Board of Selectmen to vote on. All expenditures will be made and then reimbursed through the grant. The shed will be 8x10 with three internal shelves. Skips quoted $2,841 and Hometown Structures quote was $2,900. Additional signage will need to be purchased. The swap shed will be available to all permit holders and open during regular transfer station hours. All items must be in good working condition with no broken or missing pieces. Items that will be acceptable are as follows: pots, pan dishes, toys, puzzles, knick nacks, lamps, fishing equipment, bicycles, cooking grills (no tanks) kitchenware, glasses, games, tools, brick-a-brac, sports equipment, pictures and art work, small wooden furniture and working small electrical appliances. The Transfer Station Attendant will have the final determination for the acceptability of items. Patrick made a motion to move forward with the grant and to purchase the shed from Skips, Steve seconded all unanimous. 

Ed Deming presented the Fiscal 2021 Police Budget ($13,571.82) with a capital request of $23,661.19.  Ed would like to have a “pool” of Auxilary Officers, a total of 5. The Officers would be responsible for their own uniforms including firearms, and would have had to complete the Reserve Academy. Steven voiced that the Officers would not just be available to fill detail work but must fill in shifts when needed. An Officer would be released after the third attempt to fill a shift.

Patrick made a motion to accept once defined guidelines are in place, seconded by Steve, all unanimous.

Within the Police budget is the request to trade all current firearms with an upgrade to 9MM. Ed stated that ammunition for the 9MM is even cheaper. Ed submitted a quote for $23,661.19 to purchase a “repeater”. It was voiced that the Tolland Officers within some parts of Tolland do not have radio communication and are forced to use their cell phones.  There was a discussion as to whether the department should upgrade to an 800 frequency. Ed stated that the cost of each radio is between $6,000 - $8,000. Ed agreed to gather more information.

Department of Public Works FY2021 budget of $113,400 with a capital request of $48,000. The capital request consists of undercoating one truck and purchasing 2 new plows.
