MINUTES OF SELECTMEN MEETING –  January 27, 2020 5:00 PM

A discussion was had regarding the monies requested for Ambulance service from the Town of Sandisfield. A Special Town Meeting will be scheduled to vote to transfer $15,000 from free cash. The requested $30,000 for FY21 will be discussed further once the Fire Chief provides the board with “run” information.

Clayton Davenport Trucking filed a protest with the Attorney General’s Office regarding the Colebrook River Road Bridge Project. Waiting to hear the outcome.

The furnace at the Tolland Public Library was serviced; the serviceman recommended that both oil tanks be replaced. The heating system will be reviewed to be converted to propane or to have a mini split installed. The options will be discussed within the FY21 budget process.

Steve Ellis, Department of Environmental Protection met with the board to discuss the new Western Massachusetts Regional Recycling Program. Tolland’s contract to deliver recyclable materials to the Springfield Materials Recycling Facility (MRF) expires on June 30, 2020. Through a bid process, Waste Management Recycle America (WMRA) has been selected to provide recyclables processing services from 2020 to 2030.

Dual Stream Processing fee per ton paid to Operator:

July 2020 – June 2021  $93.50

July 2021 June 2022 $95.84

July 2022 – June 2023 $98.23

July 2023 – June 2024 $100.69

July 2024 – June 2025 $103.21

Contamination Fee $120/ton or $300/load if rejected and reloaded. Both fees increase by 2.5% annually. “Any doubt throw it out”
