MINUTES OF SELECTMEN MEETING –  December 10, 2018 5:00 PM

Selectmen Present:   Eric R. Munson, Jr., Steven DellaGiustina and Patrick Barrett                                                                  

Also Present:      Eric Munson, III, Fire Chief

                           Ed Deming, Police Chief                     

Valerie Bird submitted for approval and signatures a “Professional Services Proposal/Agreement” for Mark W. Popham to fulfill the requirement of having a DEP third-Party inspection of the Transfer Station.

An EMT class will be held in January through March in Tolland. Eric stated that four or five firefighters would be interested in attending the class. The Fire Departments FY19 budget did not include the cost of the class. Eric felt that he could shift monies within his FY19 budget to cover the cost of one firefighter. Eric was looking for guidance on how to obtain funds for the other firefighters to attend. Steve advised Eric that he would need to meet with the Finance Committee to request a Reserve Fund transfer. Eric mentioned an agreement between the firefighter and town requiring a term of service.

Ed would also like to have two officers’ attend. Ed was also advised to meet with the Finance Committee for funding.

Received two proposals for the installation of a ductless split heat pump for PSC which includes the installation of two 24,000 BTU air handlers. State Line Oil $9,989.00 West Side Oil $12,760.22. Patrick made a motion to hire State Line Oil, seconded by Steve. The motion carried unanimously

The Board of Selectmen discussed the following items during a working meeting.

Tolland roads (dirt and paved)

Landscaping of the Town Hall, PSC, DPW and Library

Storage, Outside lights at the PSC, Part Time person

Long Term Planning, Broadband, Tolland By-Laws, Personnel Policy, Working hours of Elected and Appointed Officials, House Numbers on Residence, Paving of PSC parking lot, Repairing of parking lot at Town Hall
