Public Meeting called to order at 19:05 hrs.

Specific to 113 Clubhouse Rd Lot 297-409 Solar Field Project

Public Meeting Minutes:
 CVE is proposing to add 7 more Solar Array Tables due to a design flaw where the original design configuration layout is experiencing inter-row shading and underproducing power output to meet the intended contractual design requirement. CVE would like to add more capacity to make up the shortage of power produced. A $175 application fee was collected.
 
Two Issues are delaying the Planning Board’s approval for expansion, they are:

  1. There have been on-going noise complaints by several close proximity neighboring town residents. Jeannine Theriaque and Mark Houle of different addresses, stated their rural homestead investment has been transformed by the emitting noise, a known noise source by Inverter Cooling Fans that CVE has attempted to mitigate with some modifications. However, the noise complaints remain to date, CVE and Residents have not come to satisfactory terms.

    At the request of the Planning Board, a noise study with participating resident parties needs to be performed, led by CVE to further understand impact to the local residents, taking into consideration terrain, environmental conditions at various times of seasonal changes. Especially in-times of rural yard outdoor enjoyment, which includes open-windows fresh-air temperatures when Inverter Fan noise can be most disturbing. The Inverter Cooling fans operate at highest demand level in warmer temperatures when they produce the greatest amount of noise. The Planning Boards suggested a summer 2024 cycle of warm seasonal weather study and noise mitigation effort prior to revisiting the request to expand service capacity again.                                                                                                                              
  2. David & Mary Terry have made claim that a CVE contractor had inadvertently (without professional understanding), started the CVE field project, cutting and clearing trees for an access road on their private property. Prior to correcting mistake, as-stated, no notification to land owners offering acknowledgement, apology and or compensations for damage done to their private property.Planning Board asked for CVE and land owners to exchange contact information and come to some professional terms for said damage.

Stuart and Brenda Richter of 200 Fox Den Rd, Tolland Ma. request permission for a Pre-Fab Shed to be located as marked on plot plan presented to Planning Board members.

In review, all setback dimensions meet zoning bylaw requirements. 3 copies of marked plot planned stamped and signed by Planning Board.

All Planning Board Members “Approve”, granting permission for Shed.
