GREETING:
IN THE NAME OF The Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tolland, who are qualified to vote in town affairs to meet in the PUBLIC SAFETY COMPLEX, 206 West Granville Road, Tolland, on the 13th Day of May, 2024 at 7:00PM, for the following purposes:
Article 1 To see if the Town of Tolland will vote to raise and appropriate from available funds the
sum of $478,924.00 for the Southwick-Tolland-Granville Regional School District
assessment for Fiscal Year 2025 commencing July 1, 2024 and ending on June 30, 2025,
or take any other action thereon.
Requested by the Southwick-Tolland-Granville Regional School District
Article 2 To see if the town will vote to raise and appropriate such sums of money as may be needed to defray the expense of the Town for the 2025 Fiscal Year as set forth in the following line items:

Article 4 To see if the Town will raise and appropriate from available funds the sum of $12,500.00 for the expenses in the process of sealing the floors located in the Public Safety Complex, or take any other action relative thereto.

Article 5 To see if the Town will raise and appropriate from available funds the sum of $17,500.00 for the purchasing and installation of Snowbrakes located at the Department of Public Works building, or take any other action relative thereto.

Article 6 To see if the Town will vote to raise and appropriate, from available funds, the sum of $4,500.00, which appropriation hereunder shall serve as the Town’s 5% share for an Assistance to Firefighters Grant through FEMA, for the purchase of replacement radio equipment, including all incidental and related costs; or to take any action relative hereto.

Article 7 To see if the Town will raise and appropriate from available funds the sum of $5,000.00 for the expenses in hiring the Edwards J Collins, Jr Center for Public Management to conduct a labor market wage survey, or take any other action relative thereto.

Article 8 To see if the Town will raise and appropriate from available funds the sum of $3,000.00 for the expenses of installation and annual fee for text alert subscription for residents, or take any other action relative thereto.

Improvements to the Transfer Station, or take any other action relative thereto.

Article 10 To see if the town will vote to raise and appropriate a sum of money to operate the trash enterprise fund or take any other action thereon:
Voted: That the following sums be appropriated for the trash enterprise.

Article 11 To see if the town will vote to raise and appropriate the sum of $163,934.00 to fund the bond payments due in fiscal year 2025 for the following previously approved debt items:
Public Safety Complex and DPW $100,000.00

Article 12 To see if the Town will vote to appropriate and transfer from Free Cash the sum of
$100,000.00 for the Purpose of slip lining the culvert located on the east end of route 57,

Article 13 To see if the Town will vote to appropriate $100,000.00 for the Purpose of slip lining the culvert
located on the east end of route 57, and to authorize the Treasurer, pursuant to Chapter 44, Section
(7), Clause (1), of the General Laws of the Commonwealth of Massachusetts, as well as any other
enabling authority, to issue bonds or notes of the Town therefor, provided that no sums shall be
borrowed or expended for this purpose unless the Town shall be voted to exclude the amounts
necessary to repay any borrowing hereby from the limitations of Section 21C of the General Laws
of Massachusetts (also known as Proposition 2 ½). Or take any other action in relation thereto

Article 14 To see if the Town will vote to authorize the Selectboard to enter into a five (5) year contract,
commencing on July 1, 2024 with the qualified vendor selected by MassDEP through a competitive
bid process for recycling processing services for the Town, subject to Town Meeting approval in the Spring of 2025 for funding for these services and subject to the Selectboard’s determination that the contract is in the best interests of the Town or take any vote or votes in relation thereto.

Article 15 To see if the town will vote to accept any monies appropriated by the Massachusetts Department of Transportation for Chapter 90 use. These funds to be used for maintenance and reconstruction of town roads and to fund the appropriation by transferring said amounts from available funds with any unspent funds to carry over from year to year until spent by the town. These sums will be reimbursed to the town by the Commonwealth of Massachusetts in accordance with Chapter 90 of the Massachusetts General Laws.

Article 16 To see if the town will vote to authorize the Board of Selectmen to apply for and accept any and all grants including grants from the Federal Government or the Commonwealth of Massachusetts for which said grants are authorized or take any other action relative thereon.

Article 17 To see if the town will vote to authorize the use of the following revolving funds for departmental operations which shall not exceed the noted sums for each fund, which shall be under the control of the town Treasurer, which shall be accounted for separately, and to which shall be credited only the receipts received in connection with the departmental operations supported by the revolving fund; further to authorize the town Treasurer to expend from such funds in accordance with Chapter 44, Section 53E1/2 of the General Laws, provided however that said expenditures for the revolving funds shall not exceed the receipts for said fund:

Article 18 To transact any other business that may legally come before said meeting.
And you are directed to serve this Warrant, by posting up attested copies thereon at FOUR PUBLIC PLACES in said Town SEVEN (7) DAYS at least before the time of holding said meeting.
HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
