Minutes, Conservation Commission, September 30, 2021

 

Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held a public hearings September 30, 2021 beginning at 5:00 PM Tolland, MA for the following purposes: (The meeting was held via Zoom. Any interested party could participate by emailing the site (Conservation@tolland-ma.com) between September 26 and 29. Information on how to access the Zoom meeting was  sent before the meeting.)

HEARINGS began at 5:00 PM

 HEARINGS   

 

  1. RDA- WPOA Applicant seeks to dig up and replace 30 feet of pipe from Tight Tank to bath house within buffer zone of Cranberry Pond.After a brief discussion a Unanimous vote was taken for a Negative Determination RDA 2021-7. Tank and piping were installed in 2016. Leaking pipes were discovered and new pipes with proper gaskets are proposed. (Approximately 30’ in distance).
  2. RDA- Submitted by Lynne Lavellette of 253 Lakeside Drive. Applicant seeks to remove 2 trees and trim another within the buffer zone of Cranberry Pond. After a brief discussion a Unanimous vote was taken for a Negative Determination RDA 2021-8 Adequate trees in vicinity so no new trees need to be planted.  Vista pruning is acceptable.
  3. RDA- Submitted by Ernie Foster of 163 North Trail. Applicant seeks to replace existing decking on outside of boathouse on Noyes Pond. After a brief discussion a Unanimous vote was taken for a Negative Determination RDA 2021-9 Current dock is 4’ X 12’ and replacing decking only.
  4. RDA- Submitted by Denis DiLallo of 13 Lakeside Drive. Applicant seeks to build a deck on top of an existing concrete patio 41’ 6” from Cranberry Pond. After a brief discussion a Unanimous vote was taken for a Negative Determination RDA 2021-10.  All structures will be within footprint of existing concrete patio.  No impact concerns expected.
  5. NOI- Submitted by Peter (Edward) Russell of 575 North Trail. Applicant seeks to replace a dock on Noyes Pond. WE# 306-0087 Current dock is 40+ years old and is 12’ x16’. Will replace with roll-in or steel posts. Bottom is rock and will have no impact on lakebottom. Work to be done during drawdown. Applicant to come back to commission if design change occurs. Unanimous Approval.
  6. NOI- Submitted by Vicky Bartels of 443 North Trail. Applicant seeks to replace and expand existing dock on Noyes Pond.  (DEP has not yet issued number). New dock to float rather than anchored by cable. Dock to be built on site after drawdown. No impact on water area or bank. Order of Conditions will be issued after DEP number is received by the commission.

Unanimous Approval.
