Conservation Meeting Minutes
Minutes, Conservation Commission, April 29, 2021
Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held a public hearing on April 29, 2021 beginning at 5:00 PM via Zoom. Any interested party that wished to participate was asked to email the site (Conservation@tolland-ma.com) between April 26 -April 28 and they would be sent a link for the Zoom meeting.
The listing of matters, were those reasonably anticipated by the Chair.
Conservation Commission Members Present: Alan Binder, Valerie Bird, and David Spidal
Others: Mike Kulig, (Berkshire Engineering), E Pat Storey (representing the Tolland DPW)
HEARINGS began at 5:00 PM
RDA- Submitted by Berkshire Engineering for applicant Dina Dumezil. Applicant seeks to install replacement septic system within outer riparian of Farmington River at 2000 New Boston Rd. After presentation by Mr. Kulig, questions and discussions, and agreement that the proposed plan was the best alternative, the Commission voted unanimously for a negative determination on the RDA. RDA 2021-01.
Old Business: Unanimous approval of minutes of 11/24/20.
Approval of Emergency Certification for David Pichardt, 221Moreau Road.
New Business: Request by the Tolland DPW for approval of an RDA for the purpose of inclusion in a grant proposal to pave parts of School House Road and Club House road. After review of documents and presentation by Pat Storey the Commission voted unanimously for a negative determination on the proposed RDA with specification of the use of straw waddles whenever the work area crossed a stream or when near a pond. RDA 2021-02 (If grant is received, work might begin sometime in 2022).
