Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings March 28, 2019 beginning at 5:30 PM at Tolland Town Hall, 241 West Granville Rd, Tolland, MA           

Conservation Commission Members Present: Alan Binder, Valerie Bird, and David Spidal

Others:  Josh Perry of Solitude Lake Management, Jan Tkacz, Mary Anne Talle, Robert Ueberbacher, Jean Armitage, Kollo Pal, Wesley D Greene, Ruth Buchanan, Becky Greene, Janice Greene, Will Greene, Logan Hansen, Lisa Hansen, David LeTellier, Lise Letellier, Kathleen Cowles, Charles Adams, Susan Moore.

HEARINGS  Started at 5:30 PM

           

  1. NOI- Submitted by Solitude on behalf of Wildwood Property Owners.Applicant seeks to initiate an Aquatic Management Program at Cranberry Pond and Otter Pond Approved by vote of 2-0.  Alan Binder recused himself. Wetlands Protection Act file number 306-0079

Order of Conditions: No swimming or fishing for 7 days following application.

 

Mr. Perry made a presentation outlining the project to apply “…State registered  herbicides and/or algaecides…” to”…manage nuisance aquatic vegetation and algae to protect the interest of the Wetland Protection Act by impeding eutrophication and improving habitat value.” Q & A and discussion followed for approximately 45 minutes discussing the herbicide, lake water quality, impact and impact zone, alternative methods,  downstream water quality, timing, and drawdown. At the end of the discussion Chairman Binder called for the vote after recusing himself. Before the vote, Dr. Spidal, Conservation Commission member, read a statement. “We are here to determine the validity of the requested wetlands project in relation to the environment, to health, to safety and to the Wetlands Protection Act. To make that determination, we have reviewed the documents submitted, reviewed previous decisions, read information on the topic and listened to the comments- both pro and con- this evening to determine the evidentiary value* of the requested project.”

*relating to, or affording authentic and adequate evidence of an organizations actions.
