Minutes Conservation Commission, November 29, 2018

Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings November 29 beginning at 3:00 PM at Tolland Town Hall, 241 West Granville Rd, Tolland, MA         

The listing of matters were  those reasonably anticipated by the Chair, which could be discussed at the meeting.

Others:  Bill Walker, Jeff LaCasse, Bill Magni, Nichol Magni, Zach Sawicki, Michael Paulin, Steve Ivas

 

HEARINGS  began at 3:00
  1. RDA- Submitted by Aimee Freedman, 92 Porcupine Point Rd. Applicant seeks to remove 7 trees within the buffer zone of Cranberry Pond. RDA 2018-13.  Unanimous decision for negative determination. Permissible to cut at ground level the trees, no stumps removal, and replant at least two trees, at least five gallons, between septic field and lake.
  2. RDA- Submitted by Patricia Morandi, 82 Porcupine Point Road. Applicant seeks to remove 6 trees in buffer zone of Cranberry Pond. RDA 2018-14.  Unanimous decision for negative determination. All trees appear diseased or damaged Replant at least four (4) (owners choice) along lake, each at least 5 gallons.No stumps are to be dug or ground since they are on or near the bank.
  3. RDA- Submitted by Frank and Kim Waltman, 74 Porcupine Point road. Applicants seeks to remove rotted tree on edge of  Cranberry Pond. RDA 2018-15.  Unanimous decision for negative determination.
  4. RDA-Clean Focus Renewables on property of William Magni, 15 New Boston Rd. Clean focus wishes to install, own, operate and maintain a ground-mounted solar array. After a presentation and discussion with Steve Ives, the commission decided to Continue until the next meeting so that an independent firm (Berkshire Engineering) can confirm the wetland delineation.
  5. RDA – DCR in Tolland State Forest, Tolland Road and main Road. DCR plans to replace the Wastewater treatment Facilities in the campground part of which is in the buffer zone of Otis Reservoir. RDA 2018-16.  Unanimous decision for negative determination.  Michael Paulin, from Weston and Sawyer?? Presented the plank much ofd which is in Otgis and a portion in Tolland. Tanks will replace the existing treatment facility and no new construction is eminent. Straw waddles will be placed between work area and the water.
