Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings June 28, 2018 beginning at 5:30 PM at Tolland Town Hall, 241 West Granville Rd, Tolland, MA

          

Conservation Commission Members Present: Alan Binder, Valerie Bird, and David Spidal

HEARINGS  

           

NOI- Submitted by Abigail Wolcott of 299 North Trail. Applicant seeks to expand single family home in the buffer zone of Noyes Pond. Unanimously approved.

Notes were added for the “conditions and work notes” of the proposal. Silt fence will be filter fabric and staked straw bales. Material to be stored outside the buffer zone.  A spill kit will be present and all fueling will take place outside the buffer zone. The screened porch will be on pillars.

NOI- Submitted by Randall Paul and Cherylyn Butler.  Map 409 Lot 11 adjacent to 228 Clubhouse Rd. Applicants seek to construct an access road for the installation of solar panels and associated work crossing a drainage swale that is a BVW at the entrance of West Granville Road. Unanimously Approved  

Meridith Savage made a comprehensive presentation using charts from the proposal . The only portion of the project under conservation commission is the entry crossing from West Granville road.  The hydrology details of the proposal appeared to be quite complete and erosion controls appeared well documented and appropriate utilizing straw waddles and silt fencing, storm water basins, rock check dams and so forth.  An area of 2900 sq.ft. of wetlands to be crossed with the road at the entrance will be replicated northwest of the impact area. Storm water management plans appear adequate.

Conservation Commission requests an 8 inch or larger pipe under driveway off of Granville road in lieu of the 6 inch in the proposal and notification of the regular site visits for road maintenance.
