Minutes, Conservation Commission, April 26, 2018

Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings April 26, 2018 beginning at 5:30 PM at Tolland Town Hall, 241 West Granville Rd, Tolland, MA         

The listing of matters, are those reasonably anticipated by the Chair, which may be discussed at the meeting. Not all items listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law.

Commission members present: Alan Binder, Valerie Bird, David Spidal

Others/Guests: Marc LeVasseur, (Foresight) Patrick Storey, Ed Deming, Audrey Miller, Eric Munson III, Stephen Bocher, Jon Lyons ( Dick Lawrence and April delCarlo arrived late).

HEARINGS  began at 5:30 
  1. RDA- Submitted by WPOA. Applicant seeks to remove trees on Fox Den Beach and Main Beach in the buffer zone of Cranberry Pond. Also on Otter Pond Beach in the buffer zone of Otter Pond. RDA 2018-03 Negative determination by vote of 2-0. Alan Binder recused himself. There would be no impact on the area. 
  2. NOI- (Continued from April 10, 2018) Submitted by Richard Lawrence of 11 Angler’s Hook. Applicant seeks to remove and replace a dock in Cranberry Pond. Unanimously approved. WPOA has a 96 square foot restriction. The new dock would have padded feet, one in each corner capable of removal in fall. Rocks can be moved, but only during drawdown season.
  3. NOI- Submitted by the Town of Tolland. Applicant seeks to replace bridge and related work on Colebrook River Road over Cranberry Brook. Unanimously approved with stipulation that project be monitored by Foresight Engineering or their designee. All work to be done according to plan provided and herein approved. Work to be done in dry season and erosion control placed in staging area.

Old Business   Update on call from Keven McCall regarding planting of grass below his house.

New Business  Answered questions from Jon Lyons of Dance New England about procedures for submitting RDA for project. This will be discussed at next hearing.
