To the Constable of the Town of Tolland in the County of Hampden,

 

GREETING:

 

      IN THE NAME OF The Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tolland, who are qualified to vote in town affairs to meet in the PUBLIC SAFETY COMPLEX, 206 West Granville Road, Tolland, on the 10th Day of May, 2021 at 7:00PM, for the following purposes:

Article 1                  To see if the Town will vote to hear the report of the Southwick-Tolland-Granville

Regional School.

Article 2              To see if the Town will vote to raise and appropriate from available funds

the sum of $492,132.00 for the Southwick-Tolland-Granville Regional School District

assessment for Fiscal Year 2022 commencing July 1, 2021 and ending on June 30, 2022,

or take any other action thereon.

 

                             Requested by the Southwick-Tolland-Granville Regional School District

Article 3                  To see if the Town of Tolland will vote not to disapprove certain additional debt authorized

by the Southwick-Tolland-Granville Regional School Committee under a vote dated

March 30, 2021, which reads as follows:

 

“Voted: approve the authorization to incur debt by the issuance and sale of bonds or notes up to the amount of $385,000.00 for the purchase of all items specified in the STGRSD FY2022 Capital Improvement Plan, as follows:

 

Technology

$100,000.00

 

  • Phase II of upgrade of fiber optic network (net of E-Rate funding), replace network switches, and replace configuration server.

 

 

Building Improvements

$80,000.00

 

  • Install supplemental heating in main entry vestibule at Southwick Regional School- $30,000.00
  • Gymnasium renovations at Southwick Regional School to include gym floor, seating replacement and audio control system - $50,000.00

 

Grounds Equipment

$20,000.00

 

  • Field maintenance equipment package

 

 

Grounds Improvements

$185,000.00

 

  • Replace main entry concrete and sidewalks at Woodland School (supplements amount approved for FY21) - $35,000.00

Article 4                  To see if the town will vote, pursuant to Chapter 41, section 108 of the General Laws, to fix

the compensation of the Building Inspector at $1,639.09.

or notes of the Town therefor, provided that no sums shall be borrowed or expended for this

purpose unless the Town shall be voted to exclude the amounts necessary to repay any

borrowing hereby from the limitations of Section 21C of the General Laws of Massachusetts

(also known as Proposition 2 ½). Or take any other action in relation thereto

$175,000.00 for the purpose of Broadband Expenses.

Article 15            To see if the town will vote to approve a Senior property tax work-off abatement program

                             As documented in the M.G.L. Part 1, Section IX, Chapter 59, Section 5K to allow persons

                             over the age of 60 to volunteer services to the town in exchange for reduced real property tax

                             obligations to a maximum of $1,500 or 125 volunteer service hours per property. Such volunteer

                             work shall be rated at the minimum wage as of the beginning of the fiscal year.

Article 16             To see if the town will vote to accept any monies appropriated by the Massachusetts

Department of Transportation for Chapter 90 use. These funds to be used for maintenance and reconstruction of town roads and to fund the appropriation by transferring said amounts from available funds with any unspent funds to carry over from year to year until spent by the town. These sums will be reimbursed to the town by the Commonwealth of Massachusetts in accordance with Chapter 90 of the Massachusetts General Laws.

Article 17             To see if the town will vote to authorize the Board of Selectmen to apply for and accept

                                any and all grants including grants from the Federal Government or the Commonwealth of Massachusetts for which said grants are authorized or take any other action relative thereon.

Article 18             To see if the town will vote to authorize the use of the following revolving funds for

departmental operations which shall not exceed the  noted sums for each fund, which shall be under the control of the town Treasurer, which shall be accounted for separately, and to which shall be credited only the receipts received in connection with the departmental operations supported by the revolving fund; further to authorize the town Treasurer to expend from such funds in accordance with Chapter 44, Section 53E1/2 of the General Laws, provided however that said expenditures for the revolving funds shall not exceed the receipts for said fund:
