ANNUAL TOWN MEETING WARRANT

To the Constable of the Town of Tolland in the County of Hampden,

 

GREETING:

 

      IN THE NAME OF The Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tolland, who are qualified to vote in town affairs to meet in the PUBLIC SAFETY COMPLEX, 206 West Granville Road, Tolland, on the 8th Day of May, 2023 at 7:00PM, for the following purposes:

 

Article 1                To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $527,665.00 for the Southwick-Tolland-Granville Regional School District assessment for Fiscal Year 2024 commencing July 1, 2023 and ending on June 30, 2024, or take any other action thereon. Requested by the Southwick-Tolland-Granville Regional School District

 

Article 2                To see if the Town of Southwick will vote not to disapprove certain additional debt authorized by the Southwick-Tolland-Granville Regional School Committee under a vote dated March 28, 2023, which reads as follows: “Voted: approve the authorization to incur debt by the issuance and sale of bonds or notes up to the amount of $515,000.00 for the purchase of all items specified in the STGRSD FY2024 Capital Improvement Plan, as follows: Grounds Improvements $515,000.00 • Network Improvements • Maintenance Van $450,000 $65,000 Requested by the Southwick-Tolland-Granville Regional School District

 

Article 3                To see if the town will vote to raise and appropriate such sums of money as may be needed to defray the expense of the Town for the 2024 Fiscal Year as set forth in the following line items:

$9,634.00 to fund the cost of two(2) Officers attending the required Bridge Academy.

Article 9                To see if the Town will vote to raise and appropriate, from available funds, the sum of $4,500.00, which appropriation hereunder shall serve as the Town’s 5% share for a Assistance to Firefighters Grant through FEMA, for the purchase of replacement radio equipment, including all incidental and related costs; or to take any action relative hereto.

as well as any other enabling authority, to issue bonds or notes of the Town therefor,

provided that no sums shall be borrowed or expended for this purpose unless the Town

shall be voted to exclude the amounts necessary to repay any borrowing hereby from

the limitations of Section 21C of the General Laws of Massachusetts (also known as

Proposition 2 ½). Or take any other action in relation thereto

and to authorize the Treasurer, pursuant to Chapter 44, Section (9), of the General Laws of

the Commonwealth of Massachusetts, as well as any other enabling authority, to issue bonds

or notes of the Town therefor, provided that no sums shall be borrowed or expended for this

purpose unless the Town shall be voted to exclude the amounts necessary to repay any

borrowing hereby from the limitations of Section 21C of the General Laws of Massachusetts

(also known as Proposition 2 ½). Or take any other action in relation thereto

Article 17             To see if the Town will vote to offer the post-employment health insurance benefit under M.G.L. Chapter 32 & 32B for vested employees, defined as at least10 years continuous municipal employment, who qualify for retirement and carries no survivorship.

Article 18             To see if the town will vote to accept any monies appropriated by the Massachusetts Department of Transportation for Chapter 90 use. These funds to be used for maintenance and reconstruction of town roads and to fund the appropriation by transferring said amounts from available funds with any unspent funds to carry over from year to year until spent by the town. These sums will be reimbursed to the town by the Commonwealth of Massachusetts in accordance with Chapter 90 of the Massachusetts General Laws.

Article 19             To see if the town will vote to authorize the Board of Selectmen to apply for and accept any and all grants including grants from the Federal Government or the Commonwealth of Massachusetts for which said grants are authorized or take any other action relative thereon.

Article 20             To see if the town will vote to authorize the use of the following revolving funds for departmental operations which shall not exceed the  noted sums for each fund, which shall be under the control of the town Treasurer, which shall be accounted for separately, and to which shall be credited only the receipts received in connection with the departmental operations supported by the revolving fund; further to authorize the town Treasurer to expend from such funds in accordance with Chapter 44, Section 53E1/2 of the General Laws, provided however that said expenditures for the revolving funds shall not exceed the receipts for said fund:

HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
