Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings August 29, 2019 beginning at 1:00 PM at Tolland Town Hall, 241 West Granville Rd, Tolland, MA.
Conservation Commission members present: Alan Binder, David Spidal, (Valerie Bird via phone)
Others: Bruce Wall, VP Otis Reservoir Property Owners Association (ORPOA); Jeff Laramy, ORPOA; Troy Flockinet(sp); Craig Morton, Camp Overflow; Paul Truax, Department of Conservation and Recreation (DCR)
HEARINGS began 1:00 PM
- - Submitted by Weston and Sampson for Tolland State Forest. The project is to abandon and return to natural vegetation the Waste Water Treatment facility in Tolland State Forest within the buffer zone of Otis Reservoir. RDA 2019-07 Negative determination approved unanimously. Mr. Truax gave a brief history of the project and the work to be done. The purpose of the hearing was to determine if the site and work fell within the requirements of the Wetlands Protection Act. (Discussion by the guests focused on the need for a dump station and the request not to decommission said treatment plant. The treatment plant and the new septic system are under the jurisdiction of D.E.P. and not the Commission or the town Board of Health.) Since the decision to decommission had already been made by D.E.P. said discussion could not be part of the information the commission used to determine the result of the hearing.
