Board of Selectmen Minutes

MINUTES OF SELECTMEN MEETING –  February 3, 2020 5:00 PM

Selectmen Present:   Eric R. Munson, Jr., Patrick Barrett and Steven DellaGiustina via phone

Ed presented the board with a new bid schedule for the Colebrook River Rd bridge project. The board requested the process be expedited with no cost to the Town of Tolland. This is the third bid package that has been processed with the first two having errors written by Foresight Land Services.

Kevin reviewed with the board the design and engineering from Transmedia Resource which reported anticipated cost estimates for construction with 3 options: (Schoolhouse Road)

Construction/installation of utility pole sets to support an overhead telecom network build.

Construction by means of underground conduit placement through utility open trench method.

Construction by means of underground conduit placement through utility plowing method.

Steve made motion to proceed with the Conduit System Infrastructure Open Trench process. Open trench method of underground installation.

Total material/fixture $72,999.22

Grade materials $8,153.23

Labor/civil backhoe excavator trench $422,982.00

Civil engineering/survey $9,000.00

Design, engineering $40,122.00

TOTAL $553,256.45

Comcast stated they will help with the engineering. Patrick, seconded all unanimous.

Selectboard discussed the Tolland DPW being responsible for the labor and excavation of the trench. Steve made motion to use Tolland DPW and to hire a qualified person part time to assist. Patrick, seconded all unanimous.

Valerie Bird was contact via phone to discuss conservation issues. She had stated that as long as DPW stays within boundaries of the roadway there would be no issues.
