MINUTES OF SELECTMEN MEETING – April 1 , 2013 5:00 PM

Minutes of the previous meeting were read and accepted.
Directed from the states Ethics Department Jeffrey LaCasse and the Board of Selectmen discussed the signing of “Disclosure by Special Municipal Employee of Financial Interest in a Municipal Contract as required by G.L. c. 268A, Section 20(d)”. This contract states that Jeffrey LaCasse is a special municipal employee which allows him to bid on Town of Tolland’s contracting services that he could have financial interest.
Robert Littlefield was given 2 days compensation as a Thank You. Robert was appointed acting Highway Superintendent and is assisting the new Highway Superintendent.
Ed Deming will be taking vacation April 11th to 21st.
Cell Phone policy- The Town of Tolland will reimburse employees up to $30/monthly towards the use of their personal cell phone. Currently, this applies to the Fire Chief, Police Chief and Highway Superintendent.
Selectmen’s meeting continued with the Finance Committee 6PM. Ralph Ledger
Alan Binder, Conservation Commission presented a revised FY14 budget of $1,130.00. This budget request was to allow for reimbursement of mileage. The Selectboard agreed to pay a $500 salary stipend to Valerie Bird which is included in $1,130.00.
Michael Sullivan, Fire Chief -
Mike submitted a quote of $9,120 for the purchase and installation of additional snow brakes to be installed on the Public Safety Complex. The quote will be reviewed further after the 501C3 committee has a meeting on available funds later this week.
Fire Department’s FY14 budget request $24,555.00
Dry Hydrant equipment was donated from WPOA and will be installed on the west end of route 57 and an additional dry hydrant is included in FY14 budget and will be installed on the east end of route 57.
1 set of Turnout Gear has also been budgeted for in FY14. The new gear will be given to the volunteer that has had the most longevity on the department.
Ralph Ledger asked that a department inventory be done. Michael and Tom both stated that one had been done last year.
Eric Munson, Police Chief –
Police Department’s FY14 budget request $13,244.70
Eric gave an explanation of the $1,200 that was budgeted for organization dues. Mass Chiefs Association of $700 and Mass Police Association of $400. Eric stated that the Mass Chiefs Association is only for Chiefs and gives department’s valuable information and training information.
Reflective Detail Shirts $240 – Reflective Vests worn by detail officers instead of a full reflective shirt.
Eric discussed the Capital purchase of a police cruiser. The cruiser would be purchased through a state bid with a purchase price of $44,900. The current cruiser if a 2000 Ford Explorer and has become unreliable. The cruiser will be discussed further.
Ed Deming, Highway Superintendent –
Department of Public Works FY14 budget request $$93,807.32
Budget request included $15,670.32 in equipment repair (quotes included) and maintenance and $65,000 in road maintenance (plan of work included).
A capital purchase of a grader was discussed. Two quotes have been submitted with an approximate purchase price of $250,000. Ralph Ledger offered to do research on the current grader to determine if it is feasible to be repaired.
