Minutes from the November meeting were read and accepted.
Two Motor Vehicle abatement applications were reviewed and granted. All corresponding paperwork was signed.
A final conversation about non-conforming contiguous lots and checker boarding of non-conforming lots was had. Opinions were read from legal counsel. To summarize: Non-conforming contiguous lots may not be sold separately as building lots; one may not sell a lot making the remaining non-conforming lots more non-conforming; it is not considered against zoning, within new purchases, when a husband and wife checkerboard ownership of non-conforming contiguous lots. A summary of correspondence and information will be given to the planning board, building inspector, and ZBA.
After a conversation with Michael Dunn and William Hull, Jessica has found the registered document that places a conservation restriction on Map 410 Lot 12.1(Hampden County Registry of Deeds Book 11732 page 85). The lot was purchased from Hull Forestlands by Tedland Inc (Dunn). The registered document stands as an order for the land to remain in Chapter 61 indefinitely regardless of ownership. There is a similar document on file for Map 413 Lot 14 (Book 11248 page 344).
Jessica reported on meeting with representatives from CTC Electric seeking parcels in Tolland to install solar farms. Jessica has begun conversations with Duane Adams about valuation.
