Public Safety and Municipal Complex Committee Meeting.
Meeting - 4

Members present:  Bruce Faucher, Robert Gery, Robert Maselek, Jim Richard, Nick Urbinati, Steve DellaGiustina, and Eric Munson III

Others Present:  Robert Littlefield, Wayne Carr, Ed Deming

Meeting called to order at 7:05 p.m.

Minutes of December 27, 2007 read and accepted.

E-mail sent to Robert Gery from Huntley Assoc. in reference to hours billed the Town of Tolland for their services so far.  Chair has asked Mike Schafer of Huntley Assoc. to waive phone consultation fees and Mr. Schafer has agreed to this.  Committee will approve any further expenditure thru the Selectmen’s office.

Discussed if the proposed building design submitted by Huntley meets the wants and needs of those that will be using it.
        
Wayne Carr presented a list that shows the age of the present building and additions: D.P.W. garage was built in 1967, firehouse addition was built in 1974, back shed built in 1977 and the addition to the D.P.W./firehouse was built in 1992.

Robert Littlefield presented letters from the electrical inspector and health inspector as to the dangers of the present building.  Both are very concerned that the building is still being used.

Chair inquired as to what equipment would have to be stored outside of the new building.  Bob Littlefield and Eric Munson presented their individual equipment lists to the committee.  All agreed that storing equipment inside would prolong its service life.  Wayne Carr stated that the D.P.W. needs more storage space and interior workshop area.

Eric stated that the police department needs an isolated garage bay that would lead directly into the office area and also storage space for police quads, snowmobile and trailer, file and evidence room, locker room, two offices and public entry.

Nick presented a new plan of two separate buildings using the same sq. ft. of space that was presented by Huntley.  One would be the D.P.W. and the other would house the fire, police, emergency management and community room.

Discussed using the town-owned land across from the town hall for the emergency complex and renovating the D.P.W. building.

Chair asked the committee if this is the path that all would like to pursue and it was stated that it is worth looking into.

Bob M. will look into financing for the emergency complex. Chair will discuss costs with Huntley that have been billed so far.  Nick will resubmit drawings of the newly designed complexes at the next meeting. Bob M. will look into a communication plan to keep the towns people informed and will find out what night we could meet at the T own hall.

Next meeting is set for March 5th at 6:00 p.m. at the Town Hall.
