Tolland Conservation Commission
Hearing, January 13, 2015 at 3:00 PM                  

Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings May 28, 2015, beginning at 5:30 PM at Tolland Town Hall, 241 West Granville Rd, Tolland, MA
        

The listing of matters are those reasonably anticipated by the Chair, which may be discussed at the meeting. Not all items listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law.

HEARINGS  

Open Hearings began at 5:30 pm

1)      RDA- 37 Lakeside Drive. Applicant (Stan Rosen) seeks to put in dock in Cranberry Pond. Also seeks to remove saplings within the buffer zone of Cranberry Pond.
Area is between the house and e lakefront.Plans to thin saplingsto open view to lake. He will place dock on edge of lake,with two feet on rock ledge and other end on shore. He will cut-off a stump to be level with ground.  No heavy equipment will be used and no disturbance of the ground.  Unanimous vote was given for a negative determination RDA 2015-02.


2)      NOI Invasive species management of Otis Reservoir. Applicant seeks to treat Phragmites in various locations along shore. Treatment will take place in late September 2015
Best time before October 1 to meet growing requirements. Need to know more information about the exact chemical to be used and its impact on environment and water supply, including dissipation rates.  Has not yet been approved by National Heritage. If given, Order of Conditions would be for 5 years.

1)       NOI Invasive species management of Otis Reservoir. Applicant seeks to treat Phragmites in various locations along shore. Treatment will take place in late September 2015.
A memo from  Meridith Borenstein, PWS,New England Enviromental,Inc, and Scott Fisher, Certified Applicator, New England Enviromental,Inc , to the Tolland Conservation Commission was shared (on file with Commission).  The memo restated questions and gave answers. Glyphosate is the chemical, EPA approved for use in reservoirs, dissipates in a few days in water, does not bio-concentrate, is systemic, signs will be posted and the cost will be between $10,000 and 15,000.,  Phragmites are not known to be a habitat for wildlife.
A unanimous vote to approve the NOI.
